KFC - Small and Big Part

I'm sure majority of us have experienced buying a 2 piece chicken meal from KFC and disappointed that we cannot pick 2 "big" parts.

There's an unwritten rule within KFC that segregates their chicken into 2 categories.

1. The big parts = breast and thigh

2. Small Parts = leg and wing

If you think about it, what they're doing is a violation of consumer rights and proper advertising. They advertise "X amount of pieces" in their menu and mentions nothing about their so called "small" and "big" parts. I wonder what would happen if this very simple issue gets looked by DTI...
